May 28 deadline for Papu Nallah culverts
ITANAGAR, Apr 15: Chief Minister Kalikho Pul has set May 28 as the deadline for completion of the two RCC box culverts under construction near Papu Nallah along the Itanagar-Naharlagun Highway.
The CM set the timeline on Friday while making an unannounced inspection of the highway to assess the progress of the work. He said the completion of these two structures is crucial to ease the traffic congestion between the twin cities. He also instructed the works for cement concrete casting of the structure to be completed by May 15.
The earlier RCC culverts were damaged by the floodwaters and the department of highways had built a temporary bailey bridge to tackle the traffic congestion at these two places.
The CM instructed the contractors and the workers to carry out the work round the clock in three shifts saying that he would expect no excuses or any compromises.
Instructing the contractors to increase the manpower to speed up the work, he promised to extend ex-gratia relief to one of the workers, Abdul Nuraman, who died due to electrocution.
Assuring the contractors that there would be no delay in fund payments, the CM promised to extend all financial and administrative support as well as security covers.
The CM further assured that if the work completion target is met with quality works, the engineer involved would be recommended with more works in the future.
He, however, said if the work fails to meet the deadline; the government would not hesitate to hold back the payment.
During the inspection, he also visited the nearby shops. The shopkeepers told the CM that due to the ongoing works at the construction site, their businesses were badly affected. (PRO, CMO)

ITANAGAR, Apr 15: Amidst examination stress, Tai Bida Boys Hostel and Nyari Welly Girls Hostel of Dera Natung Government College, Itanagar are reportedly facing food shortage. The Rajiv Gandhi University Examination-2016 had begun from 4th April last which will continue till late May. In a press release, Tai Bida Boys Hostel Prefect cum Mess Manager Sajan Rebe informed this daily that food shortage began after Ganga Multipurpose Cooperative stopped giving allocated quota of rice.
“We are managing the mess on credit basis with help of few kind-hearted grocers in the market” Rebe claimed. Raising the alarm that food shortage will badly impact students’ exam preparation and results, he appealed the authority to address the problem before it spills over. Hostels accommodate more than 400 students. Rebe said College authorities are aware of the food shortage.
When contacted by this daily, Dera Natung Govt College, Itanagar, Principal In Charge Tok Kumar said that he would write to the department to address the issue immediately. “ I am writing to Director of Food and Civil Supplies appraising him of the situation” Kumar said.
The department source informed that crisis will continue till April 21st next, as the government is yet to finalize policy on National Food Security Act 2013 including selling rate of PDS nominees and Fair Price Shops. Following the directive to implement NFSA 2013 by the centre, the department of Food and Civil Supplies is undergoing a transitional period, affecting supplies under PDS..
Lucky escape for Lhakpa Tsering’s Team Polaris
ITANAGAR, Apr 15: Current Raid de Himalaya champion Lhakpa Tsering from Arunachal had a narrow escape, when his Polaris car (RZR XP4 1000 ATV) caught fire at the Rally Desert Storm.
The vehicle was completely engulfed in flames while on the move.
Lhakpa, the Team Polaris’ leading driver and his navigator Venu Ramesh Kumar Venu following standard operating procedures, managed to extricate themselves from the fire engulfed vehicle, just on time.
The fire was so huge that it left only a carcass of the vehicle within minutes.
Lhakpa and Venu retired from the rally there after.
With 2000 kilometers of competitive rally distance, divided into 13 individual stages spread over 6 days, the Rally Desert Storm is one of the toughest Rally Raid in the world, across the unforgiving Thar desert onto Hanumangarh, Bikaner, Jaisalmer with Temperatures, touching a scorching 51 degrees.
Till they were forced to retire, the current Raid de Himalaya champion was perhaps the only threat to Team Maruti led by 9 time Raid de Himalaya winner Suresh Rana and veteran Indian National Rally Gypsy champion Sandeep Sharma.
Lhakpa Tsering suffered a fuel pump failure in SS1 which led the duo to lose a major chunk of time. The faulty component was replaced before SS2 and the team managed to gain some lost time in that stage. However, the following day, they were blazing through the 180 km competitive stage when on the 37th km, their vehicle caught fire.
Heatstroke, overheated vehicles, dehydration, hot sand and thorny bushes are all part of the package of participating in the Desert Storm rally, said Lhakpa while speaking to this daily.
It has taught me how short life can be and nature should be respected for what it is.
I left the vehicle in the Desert and returned empty handed but with a will to come back again next year to do the Polaris and Arunachal Pradesh proud, he said.
After six days of rallying the 2016 Desert Storm, Suresh Rana (co-driver Ashwin Naik) and CS Santosh emerged as the winners of the Xtreme and Moto categories, respectively.
The rally, flagged off in Noida on April 3rd culminated at Jodhpur on April 10.
INC launches scathing tirade against Pul, BJP, Governor
ITANAGAR, Apr 15: Several senior Congress leaders have attacked the Chief Minister Kalikho Pul, BJP and the Governor, JP Rajkhowa for dislodging the Tuki led government in the state.
The occasion was to commemorate the birth anniversary of Bhim Rao Ambedkar, the architect of the Indian Constitution but instead it was used to launch a scathing attack on the BJP for allegedly murdering the values of Constitution here in Itanagar on Thursday.
Addressing the Arunachal Pradesh Congress Committee organized programme, former Chief Minister Nabam Tuki said that democratically elected Govt. in Arunachal was deposed by BJP led central govt by throwing away the sanctity of the constitutional principles.
“The lust for power and treacherous mentality of the fundamentalist leadership in Delhi, who are keen to make people fight in the name of religion, caste, and tribe, tried all their tricks with the unscrupulous ideology of destroying peace and harmony through money and muscle power”, Tuki said.
He termed the over throw of his govt as match fixing by the Central Govt and Governor.
“It is painful to say that Raj Bhawan has been used politically. There was no interference from the previous governors,” he said.
While accusing the Pul govt of mishandling finance leading to crisis in the state, Tuki said that funds for Chief Minister‘s Universal Health Insurance Scheme has been cut.
“This illegal Govt. has issued readymade cheque to those individuals whose projects have not been started. More than Rs 1,500 crore which belong to the small contractors has been kept pending”, said that former CM.
Former Speaker Nabam Rebia took a dig at the BJP leadership at the centre. We have a Govt. in the centre that kills the spirit and basic ideology of democracy. The central Govt. is playing games with sensitive states like Arunachal, Uttarakhand. We must not forget that on 26 January 2016, Modi gave a gift of ‘President’s Rule’ to Arunachal, he said.
Terming the Pul govt illegal, he said that those who ran away from the Congress are running away from the midterm poll.
He further expressed the hope that the Congress Party will get justice from the constitutional bench of the Supreme Court of India.
Lok Sabha Congress MP Ninong Ering said that he has raised the Arunachal issue in the parliament many times and ‘all the national parties have shown support.’ He said that Nabam Tuki will come back to form the government.
Former MP Takam Sanjoy said that on 26th January, 2016 while the whole of India was celebrating the Republic Day, in Arunachal, it was darkness.
The reply is near and it will come soon, he said as he accused the Narendra Modi govt of tearing apart the history of the country. In 2019, this Govt. will receive the reply, Sanjoy said.
APCC President Padi Richo said that the theme of the day was “save constitution, save democracy”.
He further said that constitution was under threat as he said that people of the state have been manipulated by external forces, illegally.
9 houses damaged in Tawang

TAWANG, Apr 15: Nine houses were damaged at Namet village of Tawang district due to April 13 earthquake.
According to a report by Circle Office, Kitpi, Tenzin Jambey; "Nine houses were damaged, out of which one was severely damaged".
Namet village under Kitpi circle is located at a distance of about 6 Kilometres from Tawang headquarter.
Tawang also has witnessed huge damage due to the heavy rain in the last few days.
The water channel of Kitpi Phase-I at Bomdir has been blocked due to landslide thereby disrupting power supply. A portion of the NH13 Tawang-Tezpur road at Changporong has been washed away.
Meanwhile, to ensure that the people injured in Wednesday earthquake get adequate medical care, Chief Minister Kalikho Pul visited them on April 13 late night.
The chief minister first stopped at Tomo Riba State Hospital, Naharlagun to meet Bini Malla, a 24-year-old postgraduate student who sustained injury on her back and the ribs.
In the same hospital, the Chief Minister also met another injured person, Sorang Tanu, 27, a security staff of a private hotel, who reportedly sustained injury from a breaking glass of the door when he was trying to help people flee the hotel building.
He had suffered deep cut on his scalp and in the abdomen.
At RK Mission hospital, Chief Minister met Nirmal Kumar Borman, who had his leg fractured after he slipped from a staircase.
He asked the doctors to take proper care of all earthquake victims. He asked them to inform him immediately in case the victims’ health deteriorates and if further treatment outside the state is needed.
The chief minister gave financial help to the admitted earthquake victims.
He asked the Director of Disaster Management, who was present during his visit to keep the officers and officials on continuous vigil and alert as the disaster can occur anytime. He asked her to take necessary remedial/preventive measures and to conduct mock drill and training in all the districts.
He further directed her to submit requirement of man power and equipments immediately while assuring that the govt will provide all possible support to the department.
Pul also asked the Chief Secretary to put on all government departments and district administration on high alert for any eventuality.
Activate State Disaster Management Authority: Governor
ITANAGAR, Apr 15: The Governor of Arunachal Pradesh JP Rajkhowa has called for activation of the State Disaster Management Authority and its constituent units across the State. He advised the Disaster Management officials and personnel to closely monitor the situation in different parts of the State and alert the National Disaster Response Force as and when necessary without loss of any time.
He said this after recent incidents of sudden heavy rains, cloud burst and flooding in eastern part of the State which was followed by massive tremors.
Governor has also desired that all the Deputy Commissioners, ADCs, Sub Divisional Officers should keep the District Teams on high alert at all the times and keep the control room running 24 hours a day by putting officials on duty on roster basis. He also felt that the State Chief Secretary should reiterate the Standing Guidelines to face threats to lives and properties due to possible major earthquakes.
He said that the district administrations and State Government should provide necessary relief and assistances to the affected people to cope with natural calamities.
Closest coordination should also be maintained by the State and District authorities with the Army, Air Forces, Para Military forces, Red Cross and other NGOs etc., engaged in rescue and relief operations, he said.
The Governor suggested for conducting emergency drills required in cases of earthquakes, floods, fire accidents and other natural calamities on regular basis. Special attention need to be given to school students, nursery student, colleges, university, hospitals, Government Offices and Market places.
As the rainy season is approaching, the Governor called upon the people to prepare themselves to be ready and exercise vigil to face any eventualities.
In order to review the preparedness with State Government and the Disaster Management Authorities, the Governor has called for a meeting with Chief Minister. (PRO, Raj Bhavan)
Senior Education Officers’ conference begins
Teaching community is key to development: Pul
NAHARLAGUN, Apr 15: The three day Senior Education Officers’ Conference of School Education commenced at Administrative Training Institute, Naharlagun on Friday.
Addressing the conference, Chief Minister Kalikho Pul said that the teaching community is the main instrument for development of human resource of a society, and emphasised that a society can only be developed through education.
He called upon the participants to identify the main issues and concerns in the functioning of the education department and formulate need-based plans for its timely and effective implementation so that the impact of educational development will be visible upto the expectations of the people in the state.
Since, the state is mainly dependent on central government for implementation of various schemes; the state has to stick to the central government time line, he said.
In a situation where there are limited resources and demands are more, there is a need to prioritise the activities for immediate attention, he added.
Minister Education, Wanglin Lowangdong said that the conditions of schools in the state are not satisfactory, which needs a lot of improvement. Therefore, there is imperative need to work together with sincerity, honesty, integrity, dignity and dedication to achieve the expected outcomes and targets. He also reiterated the performance of the DDSEs in the districts will be judged by the performance of the students in their CBSE examination results.
Parliamentary Secretary, Education, Tsering Tashi expressed his concern towards the unsatisfactory situation of the school education in the state. He suggested a number of measures to be taken up immediately such as rationalisation of teachers, posting of subject specific teachers and no up-gradation of schools without sanctioning of posts.
Earlier addressing the conference, Commissioner (Education), Marnya Ete appreciated the efforts of the government for its interest to improve the functioning of the educational institutions in the state.
Joint Director, Monya Nyori gave a detailed presentation of the current status, progress, issues and challenges faced by the school education and sought necessary support of the state government for addressing the gaps to ensure quality education.
The conference would review the progress, issues & concerns, and formulate need-based plans for effective functioning of the school education sector ensuring quality education in the state. The conference is being attended by all the DDSEs of the districts including senior officers of the Department of School Education.
The technical sessions of the conference will continue till April 17.
APPDSU alleges violation of Governor’s order
ITANAGAR, Apr 15: The All Papum Pare District Students Union (APPDSU) in a representation to Governor has appealed for cancellation of officiating and functional Executive Engineers under Water Resources Department (WR).
APPDSU claimed that WRD has not followed the governor’s order issued during president rule which banned officiating and functional system.
“As of now, 9 officiating and 2 functional Executive engineers are still functioning in their respective posts. Interestingly, in the Doimukh division, a regular Executive Engineer has been transferred out and in his place an officiating EE has been posted. Going by the Governor’s order and subsequent cabinet decision taken, the said engineer should have been demoted to Assistant Engineer but he is now being posted as EE at Doimukh division,” stated APPDSU.
Union termed this as complete violation of Governor’s order.
The APPDSU also claimed that order of Governor has not been implemented by all the departments. “The order has been sparingly effective only in certain engineering departments like PWD and PHE. Other departments have not complied with it for reasons best known to them,” the union alleged. While appreciating Governor for banning officiating and functional system, the union appealed him to ensure that state government fully implements the order in letter and spirit.

Village self-governance campaign launched
ITANAGAR, Apr 15: The 125th birth anniversary of Architect of Indian Constitution Dr Bhimrao Ambedkar was observed on April 14.
To commemorate the day, 11-day-long nationwide ‘Gram Uday Se Bharat Uday Abhiyan’ (village self-governance campaign) was launched. The programme shall involve Gram Sabhas in 1776 Gram Panchayat in Arunachal to mobilize the communities at grass root level, activities like cleanliness drive, planting of trees, awareness programmes, etc which will culminate on April 24, the National Panchayat Day.
Chief Minister Kalikho Pul has called to adopt “My Village - My Development Plan” to bridge the gap between the urban and remote village. He emphasized for reaching out to the villages and marginalized sections of the society for equal development.
Pul was speaking at the launch of the ten days Social Harmony Programme under the ‘Gram Udhay Se Bharat Udhay Abhiyan’ organised to commemorate the birth anniversary of Dr. Ambedkar at Banquet Hall on Thursday.
The govt has formulated Social Harmony Programme ‘Gram Udhay Se Bharat Udhay Abhiyan’ to support the weaker sections of the society, disabled, widow and marginalized people.
He urged the Rural Development Department & Panchayat Raj and the State Institute of Rural Development (SIRD) to carry out massive awareness campaign in the villages for successful implementation of the programme at grass root level and also called for implementation of the programme in letter and spirit.
Addressing the PRI leaders present on the occasion, Chief Minister said that power has already been delegated to the Panchayats to facilitate their functioning and fund will be released as per the fund provision according to Central Grant in 14th Finance Commission and assured that the fund once received from the Centre will be released in two week’s time. Underscoring the need of office infrastructure for effective functioning of the Panchayat Raj Institutions in the state, he informed that the Govt is providing fund of Rs. 99 lakhs per ZPC.
He further urged them to create tangible assets from the MGNREGA and fund under Panchyat after deciding at Gram Sabha. He also assured to release the payment of contractual staffs serving under the Panchayat Raj Institutions on monthly basis.
Chief Secretary, Shakuntala Gamlin said that the Gram Uday se Bharat Uday Abhiyan aims to see that the welfare programme of the government reach the most backward, marginalized and neglected sections of the society.
Secretary, Rural Development and Panchayati Raj, Indra Mallo urged members of Panchayat Raj Institutions to play primary role by participating in the programme.
Secretary Women & Child Development and Social Justice Empowerment and Tribal Affairs, Talem Tapok also spoke on the occasion.
Senior faculties of SIRD, Dr. Rakesh Srivastava and Dr, Narayan Sahoo made presentations on the life and contribution of Dr. B R Ambedkar and about the 10 days Social Harmony Programme.
Addressing the day, State Deputy Chief Minister, Kameng Dolo has called for strengthening the PR institutions by devolving more autonomy and power for planning and decision making at the grass root level. He said it is necessitated for fostering economic development and social justice among the marginalised people.
“Gram Uday Se Bharat Uday Abhiyan”, itself suggest that the Gram Panchayat is the cornerstone of a local self-government organisation in the panchayati raj system at the village, Dolo said.
Roing: attending the Panchayat Raj Day, Parliamentary Secretary, PWD, and Youth & Sports Mutchu Mithi reminded the contribution of Dr B.R Ambedkar in building the constitution of India and emphasized to follow the path shown by him. He also expressed happiness at the Panchayat members for their dedication and involvement in the development activities of the district.
DPDO-cum-ADC, Ruchika Katyal briefed on three phases of the Gram uday se Bharat uday programme as she urged all to know about various schemes under Agricultural, Horticulture, Fisheries, KVK and other line departments.
It was observed at Mayu-II Gram Panchayat, Cheta, Abali/Old Abali, Meka/Jia, Parbuk/Bolik.
Attending the event at Kankong and Katan Villages Parliamentary Secretary for WRD, Gum Tayeng urged the PRI members to work with dedication. She also exhorted the PRI members to impart education and share knowledge of various schemes and advocated for equal distribution of benefits provided by the Government from time to time. She further sought cooperation from Government official and Public to accomplish developmental activities and requested to provide proper guidance to the villagers.
Lower Dibang Valley, Deputy Commissioner (incharge), Ruchika Katyal said that until our villages are not developed, our district and country will not meet the expectation in terms of development.

KHONSA: Tirap on Thursday joined the nation in commemorating Ambedkar’s birth anniversary. All the 56 gram panchayats organised special programme in their respective jurisdiction on the occasion and paid rich tributes to Babasaheb.
In the district headquarter Khonsa, MLA Tirong Aboh administered the oath of social harmony. Tirap Deputy Commissioner, Ravi Jha informed that the district administration is fully prepared for the three-phased Abhiyaan that will culminate on April 24 next.

Pongte interacts with NAAC team
CHANGLANG, Apr 15: MLA Changlang North, Tesam Pongte visited Rangfrah Government College on April and interacted with the National Assessment and Accreditation Council (NAAC) PEER Team comprising of Prof. J Prabhash and members Prof. Manju Jaidka of Department of English Punjab University, Chandigarh and Dr. Sasi Kanta Dash, Principal Bharathidasan Government College for Women Puducherry.
Pongte who is also an alumnus of the college, was among the first batch to graduate from the college. Sharing his experience with the team, he highlighted the circumstances under which the college had started and the fact that the college provides an opportunity for the poorest in the society to acquire higher education. He further stated that in spite of various shortcomings, the College has managed to produce officers in various capacities. He also shared with the team the ways in which the college can be improved.
Later interacting with the students of the college, he suggested for strengthening the Alumni Association so that those who are in a better position can contribute back to their alma mater.
Pongte sanctioned Rs. 1 Lakh for procuring books for the college library.
Deputy Registrar, RGU, Dr. Nani Tamang Jose who was also present shared the ways and means by which the alumnus can contribute to the growth of a college.
CO Kantang Bamin Tarang was also present during the interaction.
The team led by Chairperson Prof. J Prabhash visited Rang-Frah Government College, Changlang for Cycle-2 Assessment and Accreditation of the college on Apr 13 last.
They interacted with faculty and visited hostels, library, laboratory and other facilities of the college.
During a meeting on Thursday, the Peer team Chairperson and members shared their views and suggested various constructive measures for the advancement of the college.
Preserve culture, indigenous systems: Jamoh
PASIGHAT, Apr 15: Ruksin MLA Tatung Jamoh said that the rich traditions, culture and indigenous systems shown by the ancestors must be preserved by regular practices and passed on to the younger generation.
He was addressing the inaugural function of the two-day conference of 18 Sille Bango Donyi Polo Yelam Kebang (DPYK) at the Sika-Tode community hall on Friday.
Jamoh said, Hindi and English languages were essential for the modern world but indigenous language must be practiced and preserved to protect one’s identity. While advising DPYK to conduct weekly classes for the younger generation, he called for organising awareness campaign to contain drug menace and create conducive atmosphere to nurture youths to become worthy citizens for the society. Local administration would keep eyes open constantly to contain use and smuggling of drugs and would ensure peace and tranquility which is prerequisite for all round development of the society, he added. The MLA also advised the youths to be sincere in studies and to take part in sports and games.

Work in close coordination for development: Waii
SEPPA, Apr 15: Minister for RWD, Agriculture, Labour and Employment, Kumar Waii has appealed to the officers and PRI members of Bameng to work in close co-ordination and maintain development of the area as their main objective for the larger interest of the people.
Waii, who was on a two-day tour to his home constituency Bameng was addressing the HoDs and PRI members at the ADC’s conference hall, Bameng on Thursday.
Urging the officers and PRI members to co-operate with each other and discharge their responsibilities properly, Waii further stressed on the need to maintain quality of work by the executing agency of the projects. He directed the BDOs to implement the IWMP scheme properly for sustenance of livelihood of the people. While speaking about the shortage of sub-ordinate staffs, he asked the HoDs to pursue rigorously with the concerned department and directed the ADC to identify land with proper mapping of town planning for constructing staff quarters.
Earlier, the Minister had convened meetings with the public, PRI members and officers and carried out site inspection of proposed IB and Apex Bank.
He also gave away cash award of Rs. one lakh each to the three candidates from East Kameng who got selected in APPSC namely; Pooja Sonam Natung, Laxmi Dodum Sonam Yakar Dawe Riang.
ZPM, Pizi Sonam also urged the HoDs to prepare schemes in consultation with concerned PRI members who are well-acquainted with the problem of the people at the ground level.

Fire Service Day observed
AALO, Apr 15: Aalo unit, Fire and Emergency Service observed Fire Service Day at the Fire Station here on Apr 14 last. Every year, 14 April is observed as Fire Service Day in India to pay homage to those brave fire fighters, who sacrificed their lives in line of duty.
A minute-long silence was observed as a mark of homage to 264 officers and firemen who laid their lives on 14 April, 1944 at Victoria Dock, Bombay Harbours.
Speaking on the occasion, Fire Station OC, Imme Ngomdir appealed to the people to extend cooperation and support to the fire brigade during emergency. The fire fighting teams also gave safety tips and created awareness amongst the people about fire accidents and ways to prevent it in and around the township.
Meanwhile, at Ziro, the fire service in collaboration with the Department of Disaster management, Lower Subansiri is observing fire service week from Friday. The weeklong programme began with DDMO Nima Drema and SFOs Koj Taping, Koj Gambo, Michi Sambyo and Tage Lampung carrying out public announcements and distributing pamphlets on safety measures at all nearby villages.
The department will also sensitize people on fire and earthquake safety measures and carry out mock drills across Ziro-Hapoli township. (DIPRO)
DA issues order against installing hording/posters
AALO, Apr 15: The district administration has issued an order on Wednesday directing all not to install/erect hoarding and poster within notified area without obtaining written permission from the authority.

Transcribed Tipitaka handed over to Tai groups in India

TENGAPANI (NOY CHENAM), Apr 15: Tai Khampti Pali transcription of Vinaya, out of 40 Tipitika volumes was handed over by the high level delegates of World Tipitika Foundation (WTF) from Thailand at a function at Kongmu Kham, Tengapani in Namsai on Wednesday.
The Tipitaka is the collection of primary Pali language texts which form the doctrinal foundation of Theravada Buddhism.
The Deputy Chief Minister Chowna Mein received the World Tipitika Edition for Tai Khampti community while Dr Hemanto Gogoi and Chow Myat Kengkhen received the Tai Ahom & Tai Phakey versions.
The World Tipitika Edition in Tai Khampti, Tai Ahom and Tai Phakey Script bears the Buddha’s teachings that embody the Buddhsasana which teaches the morality and ethics of self-development.
The presentation ceremony of the World Tipitika Edition was organized during the interactive meeting in connection with the transcription work of the Tipitika in Tai Khampti revised script with the World Tipitika Foundation at Kongmu Kham (Golden Pagoda) at Tengapani.
The total forty volumes of the Tipitaka after transcription is likely to be handed over to the Tai people here in India sometime in November this year.
WTF Vice President Col.Suradhaj Bunnag informed that in order to receive the King's edition of the transcriptions, the Tai representatives have to directly receive it from Thai King Bhumibol Adulyadej. The project is being sponsored by the King and Queen of Thailand.
While receiving the Tipitaka Chowna, Mein expressed joy at the noble gesture the World Tipitaka Foundation has shown by bringing out the transcript versions.
Amongst those present on the occasion were Parliamentary Secretary for Environment and Forests Chow Tewa Mein, Parliamentary Secretary for Tax & Excise and Textiles & Handicrafts Chow Zingnu Namchoom, Namsai DC, RK Sharma, chiefs, member of civil societies, devotees and venerable bhikkhus.
Hostel project not carried out as per DPR, claims students
ITANAGAR, Apr 15: Alleging that the construction work of a girls’ hostel building in Kra Daadi district currently taken up under MSDP and RMSA schemes, is not carried out as per the Detailed Project Report (DPR), the All Kra Daadi Students Union (AKDDSU) has appealed to the DC and all concern officers for regular inspection of the project to ensure that a proper establishment materializes.
While urging the authorities not to repeat the fiasco that happened last year wherein funds for constructing a girls’ hostel under the scheme of Ministry of Tribal Affairs were allegedly mismanaged and the DPR guidelines for a 2 storied hostel were flouted, the AKDSSU appealed to the local contractors working under the schemes to adhere to the guidelines and work for the betterment of their own area.
Claiming that the students are facing much hardship due to absence of proper hostel facilities, the Union appealed to the concern authorities to initiate early steps to expedite the project and take strict action against erring officials and contractors.
Members of the Union led by its president Gora Rikam had earlier visited Yangte, Chambang and Palin circles on Apr10 last to assess the progress of the said project under the aforementioned schemes.
National Cinema Hall reopens after 9 years

Itanagar, Apr 15: Coming as a great joy to the movie enthusiasts of the Itanagar Capital Complex, the National Cinema Hall at Naharlagun reopened on Friday after a hiatus of nine long years.
Aptly befitting the reopening, the refurbished and upgraded cinema hall screened the Shahrukh Khan starrer- FAN to the excitement of all young and old movie-goers.
After formally inaugurating the refurbished hall, Itanagar MLA Techi Kaso was among other notables to witness the ‘first day first show’ of the film, released on Friday across the country.
The National Cinema Hall, an enterprise of entrepreneur and social worker Late Yimar Riba was started in Dec 27, 1974 under the banner of Youth Cine Enterprise.
Along the years, generations of Arunachalees had the opportunity to go and watch a movie at a proper cinema hall with the National Cinema Hall screening all sorts of films. But with the demise of Yimar Riba in 2001, mounting financial losses and no one in the family yet ready to take over the management, the hall was closed in 2007.
The refurbished National Cinema Hall has come a long way from the bamboo structure of the first hall made in 1974, to a first class hall comparable to any hall in the metros. It can accommodate 332 people at a time and has a 7.1 Dolby Surround Sound system for a perfect audio connect to the viewers.
Director of the National Cinema Hall, Marbom Mai, informed that the hall has all safety features with fire fighting measures and hydrants equipped as per norms. We want the movie-goers to have a first class experience which one might find in the metros, while providing the latest releases, she added.
The décor, ambience and other trappings of the hall with food counters promises good business, but the absence of parking space could be a big hassle for movie-goers. Hopefully, the latest movies will weigh out in favour for the much entertainment starved denizens of the Capital Complex with the latest offering.
Don’t leave station: Lohit DA
TEZU, Apr 15: In the wake of inclement weather, Lohit District Administration under Deputy Commissioner, Danish Ashraf has requested all the govt employees to remain in station.
The administration has advised village level government officials, village heads and PRI members to be vigilant and report any untoward situation to the Administration, Police and local leaders as soon as possible.
The DM has further cautioned people residing nearby rivers and hills to be more alert.

Foundation stone of steel bridge over Dhinik Kho laid
BOMDILA, Apr 15: Minister Power, NCER and Research, T N Thongdok on Thursday laid the foundation stone of steel bridge over river Dhinik Kho to connect PHED colony at Manthingbow with RWD and Education department colony at Rupa. The bridge which is 32 mtrs long has an estimated cost of Rs 185 lakhs.
The bridge once completed will not only connect the residential colonies but enable Manthingbow area to be connected where rituals and community feasts are performed. Ajilamu Chakkak, a holy house of Chokkor, is also situated there.
This was Thongdok’s maiden visit to Rupa as Minister.
Later, addressing people at Gompa, the minister informed that a museum building will be sanctioned, soiling and black topping of Brokpublang village will be done at the earliest, Labow (Birpur) road for Guru Rinpoche gompa has been sanctioned and that Govt Higher secondary School and Girls Hostel fencing will be done at the earliest.
He also informed that Rs 35 Lakhs has been provided for a Food processing Unit at Rupa.
Further discouraging cannabis cultivation, he urged people to take up alternative cultivation of large cardamom, Apple, Kiwi and Walnut in Kalaktang region.
Director Research, Batem Pertin, who also accompanied the Minister, said that a technical (Assistance curator) will be deputed for giving training on scientific preservation of artifacts and preservation of Gompa premises.
Informing that making galleries for keeping artifacts in Annual Development Agenda (ADA) is in the priority list of the department, he said that the department is working on proper documentation of artifacts, local dances and social-cultural activities of society.
Further appealing people to keep alive the local Sherdukpen indigenous designs, he divulged that his department will set up a museum based on indigenous design at Rupa. (DIPRO)
Waii assures Puroik Model Village

SEPPA, Apr 15: Minister RWD Kumar Waii has assured Rs. 3 crore for establishment of a model village for the Puroik community in East Kameng.
Waii was attending the Gumkum Gumpa festival at Nyakum Lapung Groundm Seppa on Friday.
Addressing the gathering, Waii assured all possible help to the Puroik community and announced financial support for higher studies and coaching for the meritorious students.
Speaking on the occasion, Parliamentary Secretary, Power, Tapuk Taku urged the Puroik community to pay attention for the education of their children through which they would bring about change in the society. He also suggested for centralising the celebration of Gumku Gumpa festival.
Further, Taku encouraged inter-tribe marriages among the different tribes of the district.
Attending the festival, DC Capital Complex, Sandeep Kumar Singh lauded the EKSWCO for support to the celebration committee of Gumkum Gumpa. He exhorted the youth to work hard and shape their destiny that can carry forward the community in the right path. He also urged the people not to abandon agriculture and horticulture.

Common Service Centre inaugurated
ITANAGAR, Apr 15: A Common Service Centre (CSC) for National Digital Literacy Mission (NDLM), a scheme under the Department of Electronics and Information Technology, Ministry of Communications and Information Technology, GoI was inaugurated by Magistrate-Cum-Circle Officer Itanagar, Marina Siram at M.D Shopping Complex, Ganga, here on Thursday.
The state’s implementing agency, Tsangla Multi-purpose Corporative Society Limited (MPCS) will be offering courses under the said scheme.
Speaking on the occasion, resource person from the state implementing agency, CK Tunggon highlighted the benefits of the course and urged students to get themselves enrolled in the NDLM program.
During the course, free digital computer courses will be offered under NDLM for one month for a single person of a family. Anyone between 14 to 60 years can register for the course.
Over 20 students registered for the course on the inaugural day.
Fire accident averted near Rahung
BOMDILA, Apr 15: A major fire accident was averted by the police and fire fighters from Dirang in Rahung Village, West Kameng on April 13 night.
On receipt of information about a bush/forest fire between Power House and Rahung Village around 8.15pm, the police team and fire & emergency services staff, Bomdila led by SDPO Dirang and OC Crime Bomdila promptly reached the spot and managed to control the fire after a prolonged fight.
Reportedly, the bush/forest fire was ignited due to the heavy wind and subsequent electric short circuit in the over head line in between Rahung Power House and Rahung Village. The fire had engulfed a large portion of the jungle in between Power house and the Village, and the possibility of the fire reaching the power house and the village was evident. DIPRO
MLA, DC takes stock of Changlang damages
CHANGLANG, Apr 15: Following the damages caused by rain in Changlang township area on April 11, MLA Changlang (North) Tesam Pongte and Deputy Commissioner Wayong Khimhun took stock of the intensity of damages.
The sudden heavy rain had caused huge damages to the infrastructures. Both electricity and water supply were disrupted and road blocked due to landslides at several points which were later restored.
Later, they visited the under construction Water Treatment Plant site at Old Changlang village and took stock of the quality and progress of the work. The MLA asked the Executing Agency to complete the project within the stipulated time adding that no compromise in quality of work will be tolerated.
EE, PHED informed that the physical achievement of the project is 70%.
The MLA was accompanied by DMO Dr Karrik Basar, EE PHED Er Kipa Niama, DLRSO Apang, AE PHED Er R J Longchang and DDMO Dorjee Khandu.
Financial literacy camp held
ITANAGAR, Apr 15: Over 100 members of various SHGs, farmers’ club and general public participated in a One day financial literacy counseling camp (FLCC) held at Sera Village in Bomdila on Wednesday. It was organized by Apex Bank in collaboration with NGO North East Multipurpose Development Society (NEMDS) and sponsored by NABARD.
During the camp, many schemes of GoI were highlighted and participants were encouraged to avail the benefits.
Health camps conducted
ZIRO, Apr 15: Health camps at Daa and Yatap villages of Lower Subansiri were conducted by the District Health Society under its mobile medical unit NHM on April 13 and 14. Altogether 275 patients benefited from the health camps.
The medical team was led by DRCHO Dr. Derin Likar and accompanied by Dr. Nani Tarang, Dr. Hage Yondo, DEE, BEE, Mikar Basar, ANMS, DHVs and lab technicians. DIPRO
State football team trials
ITANAGAR, Apr 15: The Arunachal Pradesh Football Association will conduct trial for the state football team from April 20th to 24th at Sangey Ladhen Sports Academy ground at Chimpu. A selection committee has been formed with senior coaches of the state for the trial. All players interested for the trial should report to the ground with proper jersey and kits on April 20.
Meanwhile, the 7th edition of Dr. T. Ao North East Football Championship will be held from May 14 at Rajiv Gandhi stadium, Naharlagun.
The state is hosting the prestigious tournament for the first time and the Rajiv Gandhi stadium is closed for any sporting activities from April 16th for the preparation of Dr. T.Ao tournament, an APFA release informed.
Dadam-Moktowa road construction starts
KHONSA, Apr 15: The work of the 12-km Dadam-Moktowa village link road started with a ‘bhumi-pujan’ at Dadam on Thursday.
The road project worth Rs 1 7-crore under RIDF is being funded by NABARD, informed the MLA Tirong Aboh to a gathering of villagers on the occasion.
Further, while giving his assurance of adequate compensation to land owners, Aboh requested the villagers of Dadam and Moktowa to cooperate with the executing agency towards smooth and timely completion of the much-needed project. (DIPRO)
Ziro readies for PMKSY
ITANAGAR, Apr 15: District Level Irrigation Committee meeting was held in the DC conference hall, Hapoli for preparation of District Irrigation plan under the Prime Minister's flagship program Pradhan Mantri Sinchayi Yojana(PMKSY).
Chairing the meeting, Deputy commissioner cum Chairman PMKSY Kemo Lollen exhorted all the members to work to finalize the district irrigation plan within the given deadline. He insisted on physical survey of water sources and the cultivable land to exact irrigation plan that would cater to the needy for a long run.
For this, he directed the DTO cum PD ATMA to immediately form Block level committee comprising of officers from Agriculture, horticulture, forest and PRI members who would be responsible for preparing irrigation plan for respective blocks.
While seeking cooperation from all the member departments in finalizing the district plan, Lollen said that a good planning ensures the success of the project.
ZPC Hage Kobin stressed on the need to identify water sources around which schemes could be developed to cater to a larger area. He also requested for involving PRI members not just in the plan formulation but also in disseminating the information about the scheme to the public. DIPRO

Garbage management -
As the population grows, waste management is emerging as the biggest issue concerning the urban areas of Arunachal Pradesh. District headquarters along with capital complex is struggling to deal with waste management. Situation is especially bad in capital complex. Urban Development Department and Itanagar Municipal Council (IMC) has miserably failed to properly dispose the garbage. Most of the time streets of Itanagar and Naharlagun are filled garbage. It is not only an ugly sight but also pose serious health hazards.
However the recent decision of urban development department to start door to door garbage collection from 1st May onwards gives us hope. Government has further decided that safai karamacharies will be given health hazard incentives. These two major decisions will definitely boost the endeavor for better waste management in the urban sectors. On their part the citizens also need to help the government. When authorities start door to door garbage collection from 1st May onwards, the residents should also extend helping hand. They should not throw waste products in the roadside. Also government needs to find ways to properly dispose the garbage. Recently people of Karsingsa and Banderdewa opposed the government's decision to allot land to Itanagar Municipal Council for a garbage dumping ground at Karsingsa. They claimed that dumping of garbage will directly affect the human and animal living nearby. Solid waste management plant at Chimpu is also not properly functioning. Government should give focus to ensure that solid waste management properly functions. This plant has potential to play major role in the effort towards a garbage free Capital Complex.

Salary and Adhar card
Dear Editor,
Through your esteemed daily, we would like to highlight the grievance faced by the Accountant Cum Computer Operators under Panchayati Raj Department in the newly created Kra Daadi District, Arunachal Pradesh.
It is informed that the W/T message asking for submission of Adhaar Card of all employees for continuation of post received from the office of Director, Panchayati Raj has, in a way, harassed the Employees of the department.
The DPDO completely refused to hand out the salary to the employees who have not
submitted the Adhaar card whereas the W/T message received had asked for Adhaar Card
for post continuation, not for dispensing salary. All the Districts have dispensed
the salary except Kra Daadi District. The salary was already delayed for a year and
now again unnecessary red-
The supreme court’s order led by Chief Justice of India H. L. Dattu clearly states that use of Adhaar Card is purely voluntary basis and not mandatory. Any attempt to make it mandatory or forcing Adhaar Card on the masses would be treated as contempt of Court.
It is our humble request to the officers to use PAN and Election Voter ID for time being to dispense the pending salary. Since it was never told that Adhaar card shall be made mandatory for all official purposes, some employees do not have Adhar card.

Changing Political scene in NE
Dear Editor
The writings on the wall seem to be getting deeper and bolder. Major opinion polls across the nation, debates and discussion as well as critical analysis are indicating an imminent rise of BJP alliance in the Assam State Assembly election this year. This could be a historic moment in the political dynamics of Assam, as BJP will make their first major foot print in the state post independence. If this truly happens, I anticipate paradigm changes in the political dynamics of the entire NE India. Assam being an important state of the region has symbolic domino effect in the domestic politics of all the other NE states. With huge political and administrative change catalyzed by BJP in Arunachal Pradesh leading to change of government; turmoil in Manipur state assembly also facilitated by BJP and the Naga Peace Accord being successfully signed with the promise of bringing peace to the war torn state with an NDA government already in office in Nagaland; huge political changes are projected for NE in the coming years.
The recent weakening of the Tripura Congress opposition over Congress forming alliance with Left parties in the West Bengal state assembly election, the future of Congress in the NE seems to be quite vulnerable from a political perspective.
Other than Meghalaya and Mizoram, almost all states are currently under some form of very strong BJP influences. But how far these two states will remain free from BJP influences only time and political dynamics could possibly depict!
The majestic NE India is severely impacted by illegal immigration drastically and dangerously changing population dynamics of every single state in the region; and the Indian government has been sitting as a lame duck for decades without any comprehensive action plan to deal with this challenge. If the indigenous people of the entire NE do not take this very seriously, we may have to see a day in NE, similar to what happened to helpless Kashmiri pandits; in losing access of their own homeland.
Recent good relations with Bangladesh under honourable PM Seikh Hassina do show some promise for improvement and the NDA government must be commended for that. Whether the BJP lead alliance could bring much needed economic reforms, infrastructural developments, employment opportunities for the local people, improve security concerns and deal with the immigration crisis threatening the virtual existence of indigenous cultures of the entire NE region only time can tell; but, that there are major political changes expected now in NE is almost inevitable.
The Indian National Congress founded by national icons like Gandhi, Neheru, Patel, Azad and others is sadly turning into a sinking ship in the fierce battle ground of Indian national politics.

Earthquakes and Northeast
Dear Editor,
The tremors measuring 6.9 magnitudes originating from Mandalay, second biggest city of Myanmar had led its terror to the ends of Arunachal Pradesh especially in the twin city of Itanagar and Naharlagun. Though there is no good reason to cheer but still an Atheist can count on his Luck and Theist in the mercy of God because the epicenter was found at the depth of 125 km which causes minimum destruction. Never the less, it led people into the streets panicking and calling their loved one’s ensuring their safety.
The unique aspects about Earth quake is that it cannot be predicted and it doesn’t see which caste or creed one belongs to. It comes and blows our mind reminding humans that we are not immortal.
As the situation went normal after few hours, I switched on my Television to know about the epicenter and its brutality. What I saw was terrible. I was astonished to see that no news channel was covering the earth quake.
Every channel was busy in spearheading its war against the much hyped Indian Premier League. This attitude of the Media has time again made us feel that we are no more than a boundary for main land Indians.
If such an incident have taken place in Delhi or other cities by now Prime Minister would have deliberated his Lip service through “Man ki baat”, Arnab Goswami would have conducted a debate in his famous 9 PM Prime time and Amitabh Bachan would have Tweeted “Praying for their safety “.
But who cares for us, anyways we have always been an outsider for them. It was saddening to see that News channel were more interested in covering about situation of Kate and Prince William who were at Khaziranga (Assam) during the time but no one wants to hear the sad plight of our people.
New Delhi has always shown it negligence towards the North East whether it be Nehru’s lack of foresight to strengthen the Line of actual control (LAC) which led to Chinese aggression 1962 or its solidarity in the times of natural calamities.
It is shameful to see the way the political parties are celebrating the birth anniversary of B.R. Ambedkar defining their own version of Ambedkar but nation knows that if all his principle can be summed up in one word then it would be “ equality” which all the political parties have failed to embrace.
Leaving asides all this, it’s a wakeup call for the State Government though Earth quake cannot be predicted but we cannot wait and watch the disaster coming upon us. It is high time that Government start to educate our people with the earth quake preventive measures and techniques and more number of National Disaster Rely Force (NDRF) in North eastern region which has already been declared as an earth quake prone area.

Poor billionaires
Dear Editor,
No kudos is enough for your editorial titled, "Take action against loan defaulters" (Arunachal Times, April 13, 2016) in which you rightly said, "Many rich individuals are roaming freely even after defaulting loan amount to the tune of crores of rupees".
It is really interesting that the rich and the super rich are treated as if they are very poor. They may die if they do not get huge subsidy and if they are forced to repay public loans without any delay.
Amartya Sen pointed out that the creamy layer of our country enjoy more than two third of total subsidy. As if this is not just enough for the survival of blue eyed billionaires, they need to roam freely after defaulting macro credit. They are not forced to trickle down the money to the bottom. But the lower rung of the society is forced to be satisfied with less amount of small savings interest and skyrocketing education and health expenditures. India is a home of 40 million malnourished, stunted children. However, it is our pious duty to pump up the money to the top so that the poor billionaires can vomit it out to some foreign countries.
